I understand that this is a "governed" model- but what does that really mean? Can it be "ungoverned"? Is it junk?

Talked to Holley- came on like a big dump truck/schoolbus- early '70's Ford 392? Can't be ungoverened.

Yes they can, done it on a couple. There is still some extras left on it but it will work or maybe find another base plate.
